This appears to be a female Familiar Bluet Enallagma civile from my yard in western Tarrant County (Fort Worth), Texas. A couple of features seem to match the subtle distinctions described at John Abbott's Field Guide for Atlantic Bluet Enallagma doubledayi: The pale antehumeral stripe is thinner than the black humeral stripe for almost the entire length; there is a trace of blue along the mid-dorsal carina:
