I had originally identified this as an Oleaginous Hemispingus Hemispingus frontalis but thanks to Diego Calderon-Franco I now realise that it must be Richardson's Warbler Basileuterus (luteoviridus) richardsoni - a few were seen along the road above Jardin in the western Andes:
