Is this first-basic bird an Iceland Gull (Larus glaucoides kumlieni)? It was photographed at East Beach, Galveston, Texas on January 28, 1990 by Ted Lee Eubanks. If not an ICGU, what is it?:

Note in the black-and-white photo below the marbled tail pattern, and the small size (the bird is further away than the HEGU and thus the Size Illusion effect is making it appear larger than it actually is in real-life)
