This first-cycle gull was photographed on January 07, 2007 in the Coastal Plain near Houston and Galveston, Texas; I feel it has a number of Vega Gull characteristics:
Note the extensive white in all the wing coverts:
also note the saw-tooth white edging to the tertials
note the lightly-marked undertail coverts and not-quite-smooth wash to the belly:
note the large amount of white in the rump and uppertail coverts, and the white in the basal half of the tail - plus the extensive white just visible on the leading innerwing coverts:
