An adult Steppe Gull (Larus (c.?) barabensis).
This bird is presumably a female, as it has a rounded head and
rather short bill. From the photo I cannot rule out it being a
nominate cachinnans, but I feel the brightness of the legs
and bill, plus the less-sloping forehead favor barabensis:
