An adult and a subadult Steppe Gull (Larus (c.?) barabensis). The upper bird looks to be an adult (fairly bright yellow legs; strong white primary tips and a sizeable P10 mirror), but it has a rather large (yet ragged) black subterminal mark on the bill. The lower bird appears to not be a full adult (dull, pale yellow legs; no sign of white on primaries - but tips look very worn and there may have been white tips that have worn away), and it has a larger, more clean black subterminal band on the bill:
