This appears to be a Sky-blue Groundstreak Kisutam syllis from the NBC in Mission, Hidalgo county, Texas on December 02, 2010. A small non-Calycopis hairstreak with apparent blue on the wings in flight was seen the day before, but nothing conclusive was obtained in any photos. I took these pics the next day, and the flight shot - while poor - shows the DORSAL side with the insect flying away from the camera (the dorsal innermost basal HW orange spots confirm this). The annotated version of the flight photo (bottom image) show the areas of blue as expected on a female K. syllis; I suspect that the blue on the HW appears very pale due to the wings moving at a faster rate than the thorax:
