BRAZIL November 2008

While driving along the edge of the gallery forest at Chapada dos Guimaraes we found this hawk perched right next to the road in a dead tree. We struggled then to ID it, and I continue to have a problem with it - any ideas? The underparts pattern suggests Roadside Hawk but the head pattern and dark eye argue against that. It appears to be a juvenile bird, and nothing really comes to mind for me...:
